There is a real tension in thinking about schome which might be summed up in a dichotomy between a blue skies and a pragmatic/strategic approach.

The blue skies approach

We should start from a blank page - no constraints, no pre-conceptions - and design the ideal education system to meet the needs of individuals and society in the 21st Century.

The advantage of this approach is that we can design the ideal system rather than ending up with something that only half does the job.

The drawback with this approach is that we won't be taken seriously by government or other folk who will need to take us seriously if we are going to actually implement schome.

The pragmatic/strategic approach

We would design schome based on of the best that's out there already, and then adds a whole lot more.

The advantage of this approach is that we would be more likely to be taken seriously and thus to succeed in implementing our vision.

The disadvantage is that this approach would restrict our thinking, and we might end up with a less than optimal solution.

A third way?

Perhaps we need both - to develop our blue skies vision and then develop a strategy for getting there. Within this approach the starting point would be to develop the blue skies vision.
