How are they going to do that, when everyone has different times they can be around, and people don't necessarily 'plan' to come online in advance?

Indeed we would like more people using the island more of the time, and we are evaluating ways to achieve this.  Having 25+ online every minute of the day seven days a week is clearly not likely to be the case, but the general point is to have more people more of the time.

Sounds good - not sure how you'll get that, but anyway ;).

It has seemed in the past that are the same few people you will see every single day (or every single minute of every single day in my case lol) and those every other day or so, and then you'll see a couple of people once or twice and then not again. I think it would be good to make the group of 'regulars' larger, so that we are seeing more people (which will obviously become easier with the new people coming in).

Yes, we were told that a maximum of 40 can be on at a time, though I image that much more that 20-25 would cause it to be quite laggy.
