I'd have to agree that with PeterT taking more of a dictatorial role, there isn't really a need for another government, which would just be a puppet entity. In terms of the 1984 references, I can just see the new vision of schome emblazoned on the website:
"If you want a vision of the future, imagine a boot stamping on a human face- forever"

Ouch - the problem with being a benign dictator is that where there are different interest groups then you are likely to be in a situation where whatever you do one of those interest groups will not perceive your actions as benign.

I agree that the current situation is unsatisfactory in terms of governance - was based on expedience - wanting to see what would happen if we adopted yet another model of organisation of the island for the last month or two of this phase of the project (having failed to find an alternative way to loosen the planning regulations) - so basically you are right
