The information I was given was:  Birans Plaza, Callisto (165,116,401) but I had not joy finding anything of note there.  Anyone wanting to set out on a quest, go for it!

OK, I've tracked down the post-it board on sale.
If you stand at Callisto 198,149,77 in Birans Gadgets, it's in front of you and up slightly.
Looking into Birans Gadgets from the street, it's on the wall on the right, just above the Working Hourglass.
It's a bargain at $200L. Unfortunately, I only had $191L to hand and Woop had gone offline seconds before I located it, so I couldn't TP him over.
